Community Television of Santa Cruz County Youth A/V Grant Guidelines

The mission of Community Television of Santa Cruz County (CTV) is to foster community dialogue and individual self-expression through television, the Internet and other electronic media. Priority will be given to organizations serving the youth of Santa Cruz County and proposals that further the CTV mission. All grantees must provide a minimum of one hour per quarter of content that will appear on CTV channels.

We are looking for organizations that enhance academic achievement and prepare youth and young adults for employment or higher education with skills using Digital Media tools. Our grant program is supported by PEG (Public, Education and Government Access) funds provided for this purpose, collected from cable subscribers and administered by Santa Cruz County. Grants will provide equipment only, not funding.

We will distribute equipment grants throughout our fiscal year, as the funds become available. Our fiscal year is July 1 through June 30, and we receive our funds in 4 equal amounts towards the end of each quarter. At the end of our grant application cycle we will provide grantees with a schedule that shows when they can expect equipment to be available.

To achieve the interest area goals described above, we will evaluate proposals and select organizations that demonstrate the following:

  1. A clear mission and related service repertoire
  2. The need for the proposed project within a defined population
  3. Alignment between the proposed project and the organization’s mission
  4. A curriculum that:
    1. utilizes the equipment
    2. teaches the techniques and language of visual story-telling and the communication of ideas
    3. teaches event documentation
    4. results in the production of content for CTV
  5. Clear and measurable objectives likely to produce results
  6. A well-developed description of the type of programming to be provided to CTV
  7. Staff that has proven video production skills as well as the skills, capacity and experience to carry out the proposed activities and maintain the equipment
  8. Space and proper controls to ensure the equipment will be both protected and fully utilized

  1. 1) Utilize proven strategies to address recognized needs
  2. Use sound governance and management practices
  3. Leverage other resources and support

  1. Address community challenges, underserved populations and/or service gaps
  2. Articulate desired results, effective methods, and viable plans for maintaining ongoing efforts
  3. Demonstrate strong community support, capable leadership and knowledge of, and involvement in, the communities served
  4. Incorporate fresh, innovative approaches that are based on research, experience and best practices in the field
  5. Use collaborative strategies that support efficiencies, increase effectiveness and build leadership for achieving broader community impact
  6. Provide at least 1-hour of content each quarter for our channels.

Applicants must meet the following requirements:

  1. Operate as a 501(c)(3) nonprofit, a project under the fiscal sponsorship of a nonprofit, or a public agency
  2. Benefit residents in Santa Cruz County
  3. Adhere to a Board-approved nondiscrimination policy regarding employment, governance, and service

Organizations with a current grant from CTV may only apply if all current grant terms have been met to the satisfaction of CTV.

Equipment grants are for a period of three years from the date the equipment is delivered. All equipment granted under this proposal remains the property of Community Television of Santa Cruz County and will be returned to CTV at the end of the grant period. Organizations may submit a new grant application at the end of the three-year period to replace existing equipment if all requirements of the current grant period have been met to the satisfaction of CTV.

All applicants must apply using our online application between January 1 and March 30 of each year. In addition to the online application, applicants will need to submit the curriculum associated with the application, and the demographics of the organization’s target population. 3. A copy of the organization’s board-approved nondiscrimination policy
